At AT&S, the world’s largest hi-tech PCB(Printed Circuit Board) manufacturing facility, Walter’s responsibilities include all EHS aspects from site construction through production start up on China’s first next generation substrate manufacturing operation in Chongqing China. (1)Lead site EIA/SIA/OHIA, negotiations with local regulatory agencies, oversaw EHS design and construction of 1.8M sq ft facility. Leading the planning & execution for all levels of construction safety protocols. Oversee the installation of production tools necessary to ramp factory into full capacity and lead safety qualification of equipment and process. Delivered a project (valued up to $700M) with world class safety. (2) Lead a team of 13 EHS staff to develop EHS processes and systems to train 2000+ local Chinese employees and 100+ international based expatriates and set a safety benchmark across AT&S. Managed EHS’s $2M annual budget.(3)Develop and execute annual EHS policy, strategic objectives and roadmap. Drive site employees safety awareness by initiating LIFE(Living in an Injury Free Environment) programs. (4)Initiated AT&S EHS/HR re-org, brought clinic to EHS and integrate systems to ensure the right focus on employee safety/health/wellness. (5)Created and grew ERT(Emergency Response Team) organization that previously had not existed to 200 employees with responsibilities including responding to a variety of emergencies and production recovery to effectively manage crisis as well emergency preparedness.(6) Set strategic directions and own site EICC/CSR roadmap while cultivating strategic relationships with internal and external stakeholders to stay compliant and above.

Responsible for development and implementation of EHS programs at Intel's new high tech semiconductor fabrication site in Chengdu and Dalian respectively. Responsible for leading EHS team and implement new EHS programs during all phases of the project from construction, facilitation, tool installation and production start-up/ramp. At the end of 2008, walter transfered from Intel Chengdu site to Dalian site to support the start up of the green site--Intel's 1st wafe fabrication facility in China.

Responsible for developing, managing, and expanding the company's Environmental program. Major achievements in SMIC: EIA(Environmental Impact Assessmen)—Led the EIA for a newly built FAB3 in Shanghai, and became familiar with related procedures dealing with the governmental environmental administration. VOC abatement system—Partnership with stakeholders successfully constructed the 1st VOC abatement system in SMIC. "EHS Books"—Key writer of SMIC EHS Books (a complete collection of basic practices and management skills on Environmental, Safety, Health, Emergency response, Fire protection etc authored by SMIC EHS) and EHS Engineering Specs (Odor, waste air sampling, local scrubber selection, etc). Green Site start up EHS support—Successfully supported the 1st AT facility (SMIC CD Site) start up and production ramp, and have started a bunched of EHS programs in the green site from scratch. (supervising construction safety, assist EHS manager hiring people and assembling EHS team, buying equipments to set up EHS team and ERC, lead groundwater and soil monitoring, own EHS trimultaneous acceptance, set up ISO14001 EMS and get Certificate (by BSI)), and also gained good experience with other EHS disciplines, e.g. construction safety, fire protection and IH.
