Executive Leadership & Oversight: Direct a 56-member staff consisting of 35 military lawyers and 21 support staff while overseeing legal advice and support to hundreds of personnel from Army Active and Reserve units located across the Military District of Washington, DC. Plan, budget, program, and execute a $1M annual program budget. Mentor Reserve Officer attorneys and senior enlisted personnel on their career progression and cybersecurity, intelligence, and national security law. Ensure optimal training and readiness of the unit through the application, analysis, and maximization of relevant program metrics. National Security/Cyber Program Management: Supervises the providing of legal advice and coordinating national security/cyberspace military operations with interagency partners. Apply critical thinking to resolve complex problems and oversee the provision of superior legal advice within the unit. Provide expert advice on cyberspace operations and national security legal activities. Selected Accomplishments & Key Results: Facing delays in payments to unit personnel, reformulated pay procedures that resulted in the accurate tracking of all pay actions and the prompt payment to personnel within two weeks of work performance. Identified the underutilization of junior personnel and realigned the unit to place them in leadership positions. This has resulted a dramatic increase in morale along with a 10% increase in the efficient operation of the unit.

Legal Program Management: Lead up to 60 attorneys and provide regular direction and oversight to an additional 20 lawyers, mentoring them by observing and providing feedback on document discovery and litigation matters, reviewing written work products, and conducting legal professional training. Strategically plan, coordinate, and conduct the defense of multimillion-dollar claims facing the U.S. government, to include in the areas of immigrant family separation, personal injury, wrongful death, and property damage cases. Litigate complex discovery issues, draft motions, and legal briefs; take and defend depositions; and engage in all other litigation aspects, through trial, when necessary. Effective Advocacy & Communication: Zealously advocate for the government’s position and communicate clearly and effectively with judges, opposing counsel, witnesses, experts, and interagency litigation partners. Research and draft a wide variety of persuasive legal pleadings. Engage in settlement discussions, utilizing excellent negotiation techniques to resolve cases. Consult with senior leaders and executive officials within the organization on law and litigation policy, in addition to coordinating with inter-agency counsel to resolve Freedom of Information Act (FOIA), fiscal, contract, and ethical legal issues. Strategic Planning & Analysis: Plan and conduct all phases of case litigation, from initial filings through trial verdict, after performing complete analyses of case facts, claims, and defenses, make recommendations with respect to settlement, case disposition, litigation, and appeal. Analyze proposed legislation relevant to civil litigation and make expert recommendations to revise, support, or oppose same.

Expert Legal Advisor & Program Management: While serving on a one-year active-duty deployment, directed up to 20 members of an interagency/international coalition, to include staff from NATO and the U.S. Secretary of State, while providing expert legal advice in the areas of Law of War and International Humanitarian Law for a 41-county NATO coalition. Conferred and coordinated with personnel from the highest levels of the Department of Defense, to include participation in daily, in-person briefings to the four-star U.S. Commanding General on major policy decisions involving the Taliban and U.S. actions in Afghanistan. Regularly provided key information and updates to Special Inspector General auditors, which audits were later made public and reported to Congress. Strategic Planning & Collaboration: Ensured compliance with the Special Inspector General for Afghanistan’s recommendations for the U.S. Leahy Law program, which requires the defunding of foreign military units engaged in law of war/humanitarian law violations. Analyzed claims of alleged violations of the law of war/humanitarian law and ensured legal accountability by senior Afghan officials. Oversaw National Defense Authorization Act fiscal law changes while tendering recommendations to allow contracting for infrastructure construction initiatives. Collaborated with senior staff (SES level and political appointees) from the U.S. Department of State, DOD, Office of the General Counsel, and international partners to ensure compliance with international and U.S. domestic law and to investigate alleged violations of the Leahy Law and compliance for fiscal funding.

Executive Legal Program Management: Led a military unit of 50 personnel, consisting of military judges, attorney JAGs, and paralegal staff, tasked with providing direct support to the U.S. Army Trial Judiciary. Developed and oversaw a $2M annual program budget. Ensured the proper training, resourcing, and preparation of all assigned personnel to provide immediate response support to worldwide active-duty courts-martial. Provided legal advice in connection with the administration of the unit’s Equal Employment Opportunity Program. Strategic Planning & Analysis: Analyzed operational efficiency and engaged in staff realignments to increase productivity, efficiency, and morale. Regularly reviewed the unit’s budget and developed increased funding requests based on projected training and operational needs. Analyzed case-flow procedures and made recommendations to produce judicial time savings. Selected Accomplishments & Key Results: Even with half the normal staff, led the unit to be ranked the highest out of 29 units based on Army readiness metrics. Developed a revised budgetary procedure to reflect the unit’s unique (senior rank heavy) structure, leading to a doubling of the unit’s annual budget from $1M to $2M.  Developed judicial clerk positions and realigned support personnel, resulting in a 160% increase in the efficiency and trial output of the unit’s military judges
