I define project responsibilities with stakeholders and create project plans and schedules to ensure that all requirements and deadlines are met. Once a project is approved and underway, I ensure that the clients and internal stakeholders are kept updated on the progress and any roadblocks, and manage change requests. In addition, I have been heavily involved in creating standards, processes, and procedures for development and testing that are necessary for the company to become even more efficient and consistent as they move into the next phase of growth.

Hong Yang Corporation (HYC) is a Cambodian management and holding company. This role combined the traditional responsibilities of a CTO with those of a divisional head, in this case the Technology Division. I was in charge of the companies in this division, worked with the Business Development team on technical and business issues for all divisions, and directed the company’s technology strategy, IT infrastructure, and websites.As CTO, I had full profit and loss responsibilities for all companies in the Technology Division, in the areas of software development, e-commerce, the Cambodian e-visa program, and telecommunications. In addition, I oversaw the corporate IT infrastructure and all corporate websites, and worked closely with Business Development in assessing new opportunities. Under my leadership, the division significantly improved its operations and increased profitability by nearly 20% during a time period in which every other division in the company posted a loss.

Due to a new investor/customer, in a very short time this software development company had grown from a small company with fewer than 10 employees and the expertise to do small projects, to a 60+ member organization with staff members from Europe, the U.S.A., and Asia. I was originally hired to organize and manage software development, but almost immediately began leading all product development efforts and assisting with operations management, before I eventually became the Chief Operating Officer while the C.E.O. focused on business development and other endeavors and rarely came into the office.

I was the first non-Chinese employee at this site, which presented many additional challenges.
