Analyzes assigned commodity classes and develops the Pennsylvania Turnpike Commission (PTC) strategies for sourcing the commodity classes.Assists in the reviews and provides recommendations regarding commodity areas in which the PTC has leveraging, cost savings or partnership opportunities. Implements changes under the direction of an administrative superior.Implements tools, processes or infrastructures to achieve lowest cost sourcing of assigned commodities.Develops, compiles and secures required Request for Information (RFI), Request for Quotation (RFQ) or Request for Proposal (RFP) to facilitate development of sourcing strategy within Procurement Code Guidelines.Reviews bid proposals from vendors; enters into contracts within budgetary limitations.Reviews requests for expenditures within assigned commodity classes for appropriateness and consistency with organizational budgetary objectives and guidelines.Assists in the negotiation of pricing with vendors, either by traditional means or with online reverse auctions.Screens and makes recommendation for qualified potential suppliers, and recommends suppliers with respect to cost, quality and delivery competitiveness for assigned commodities.Develops and implements supplier contracts that cut across multiple business units and/or regions.Identifies and recommends cost savings goals that can be achieved through strategic sourcing and monitors the cost savings and progress towards achieving the goals.
