About Wayne Burke
Sometimes I start orgs or projects that make things better, like the Open Forum Foundation.Sometimes I make projects or orgs better that other people have started, like NASA JPL or the World Bank.Sometimes I win artistic roller skating national championships.I've worked in nonprofits and businesses and government in a diversity of different industries from cutting edge tech to manufacturing to citizen engagement to mental health.I'm a non-traditional leader who hires people that are better than me and gives them what they need to shine, and take these responsibilities seriously:* I Lead Towards a Better Future. Collectively, the decisions we make every day create the future we will all live in. I understand this and make decisions that lead towards the future I want for myself and the future of humanity.* I Build Better Organizations. I develop supportive cultures and transparent systems so that each individual can be their authentic self, understand their roles and responsibilities within the bigger picture, and be fully empowered to be successful. This creates more efficient, effective, and innovative organizations with better employee retention. It also makes our little piece of the world nicer to be in.* I Model What's Possible. I take responsibility for my own failings, work to improve them, and provide an example of what a healthy work-life balance can look like. I prioritize family and personal relationships over "business as usual" and live the culture that I want for the rest of the organization. No one is perfect. Why are we pretending?!?Outside of work, I spend time with my amazing wife and two remarkable children. I enjoy travelling and people and food and culture, running and cycling and YES! artistic roller skating!

Co-Owner
CurrentAfter 23-1/2 years of global and diverse experiences, I'm excited to rejoin the family business and work with my sister to build the most reliable docks and boatlifts available.I'm beginning my work here by:* revamping the IT infrastructure to create a modern and flexible foundation for improved customer support and future growth.* overseeing our customer support efforts.* refreshing my understanding of the industry we work in and our place within it.* planning exciting future developments!
Co-Owner
CurrentAlumiRamp is the sister company to Lakeshore Products, and I'm stepping in to a leadership role in both organizations simultaneously.
2111Hsis Transition Program Manager
CurrentThe 211 Human Services Indexing System (HSIS) is the defacto standard taxonomy that enables information and referral organizations across North America to match people with needs to available resources. I'm supporting 211LA to improve their existing technology and transition to full interoperability with the health care industry. This is important as the health care industry contends the with the realization that social determinants of health (SDoH, eg housing, food insecurity, mental health, community support, etc) have an outsized impact on health outcomes -- especially among minority and under-served populations -- and struggle to figure out how to incorporate this in to their ecosystem. The result of this work stands to significantly improve health outcomes nationally through improved and relevant service provision, integration between health care and SDoH, and better data aggregation that will enhance researchers ability to understand the entire ecosystem. My specific work involves:* transitioning existing 211 and I&R customers to 211HSIS API access.* reviewing 211HSIS infrastructure and future plans to ensure future planning and sensible solutions.* planning and managing the development of new technologies that will enable access and interoperability for health care providers.
Deputy Chief Technology And Innovation Officer
> Infusing Cutting Edge Technologies in to JPLManaged 80 person organization responsible for building knowledge, understanding, and hands-on skills in cutting edge technologies, and then applying those capabilities to JPL missions, research and development, organizational processes, and infrastructure.> Management styleCreating and maintaining a productive environment for a large group of highly-educated, often-opinionated experts that span a broad diversity of technical arenas and prefer to work remotely, requires:* Trusting them to know their expertise.* Protecting them from the turmoil and inconsistencies of bureaucracy.* Being transparent with them about upcoming decisions, opportunities, and changes.* Solving the non-technical problems that interrupt their work.> Some Relevant Technologies* AI, ML, LLMs* AR, VR, XR* Internet search and data collection* Cyber Security* Cloud Infrastructure (AWS)* Data Visualization* Future of Work> Additional Titles* Deputy Division Manager, Artificial Intelligence, Analytics, and Innovative Development Organization (full time)* Acting Group Supervisor, Data Visualization and Infusion Group (6 months)* Acting Group Supervisor, Future of Work Group (4 months)
Senior Project And Program Manager
> Technology Innovation at JPLBuilding on the knowledge and skills in technology innovation crafted through years of work on DARPA and reimbursable projects, our team began to acquire recognition for applying this innovative thinking and technologies to real life issues at JPL. Now, I manage about 15 projects at any one time using a modified agile approach that is tailored to each project. Here are some of my favorites:* Planning engaging outreach events for the Mars2020 landing.* Rebuilding the antiquated MARVEL software so that JPL can continue to track the Voyager spacecraft as they leave the solar system.* Making satellite ground mission system software available for public use as a one click service in the public cloud.* Developing a machine learning solution for automatic labelling of documents with their correct sensitivity (eg, is it classified?).> Why the Title Bump?I've never cared much for titles, but this change to Senior Project and Program Manager was recognition of several things. For me, it was acknowledgement of the significant change that had occurred in terms of my taking primary responsibility for projects. Instead of just implementing assigned objectives, I was also determining those objectives and seeing them through. The change also recognized that our merry band of innovators was no longer toiling in obscurity on external JPL projects. Our successes led us to a home in the IT Solutions Directorate, where we were doing exciting and amazing work for JPL, with strong support and encouragement from leaders that saw the value. I guess you could say we grew up - and along with great responsibility comes more impressive titles.
Cognizant Engineer
> DARPA and Technology InnovationI started at JPL with a focus on open source software and combatting human trafficking through our work on the DARPA MEMEX program. Over the years, I levelled up my knowledge and understanding of technology innovation by engaging in more DARPA programs (XDATA, D3M, GCA, ASED, LwLL, SafeDocs) as well as other reimbursable (aka external) projects that involved internet data collection, big data processing, machine learning, artificial intelligence, cloud computing, geospatial technologies, and a host of other buzz words.> Personal Discovery of CapabilitiesMy big personal discovery in this position was that even though I was frequently the least technical person in the room, I was still able to make critical contributions. It turns out that I have three capabilities that are rare and useful in the world of innovation:1. Holistic Perspective: I see the big picture and how all the pieces fit together.2. Liaison: I understand and speak the language of both the end users of a technology, and the technologists doing cutting edge development.3. Organization: I keep people connected and informed, plan and schedule events, and keep programs moving along.> Growth of ResponsibilityAs our role on these programs evolved from performer (funded to do research) to data collector (aiding in planning) to evaluator (responsible for determining how performers would be evaluated and potentially cut from the program), I moved from being a Gatherer of Information on one project to managing upwards of 20 projects, some of which felt like the fate of the entire DARPA program had been left in my lap.> Open SourceAt the same time, I have contributed to the acceptance of open source at JPL, NASA and across the federal government by providing feedback and text for official rules and regulations and consulting with individual teams on open source release and governance.
Founder And Executive Director
Success! We completed our mission! All governments are now open, transparent, and actively engage with their citizens in meaningful ways!!Okay, maybe we didn't accomplish ALL of that, but we did make a difference in terms of helping government agencies and Congressional offices to understand both how to use social media (yes, there is a time when social media was new in DC) and also how to engage with their constituents in meaningful ways. We did this through a number of different focuses and methods.Initially, we built technology that would connect citizens to their elected officials and it was glorious. GovLuv was a hit on the Hill, but not so popular among the citizens themselves. Turns out that the era of social media did not desire meaningful, respectful dialogue and was much more focused on "telling those idiots why they were wrong." At the time, I thought we were ahead of our time and things would settle down, but that isn't really how it's worked out, is it?Our second focus was on agencies and using the introduction of social media and the Open Government movement to support enhanced citizen engagement. Most of this we did through participant-driven events focused on bringing together diverse stakeholders to discuss and make progress on contentious or difficult issues. It's amazing what can be accomplished with some minimal guidelines and empowered participants. Finally, we got the opportunity to work with the US State Dept, the World Bank, and OECD to engage with and educate members of civil society and governments around the world, including Ukraine, Moldova, Tunisia, Rwanda, and Peru.

There were a bunch of events at the World Bank HQ and some social media outreach and stuff like that but what was really fun was the trip to Rwanda to run Smart Rwanda Days, hosted by the Rwandan Ministry of Youth and ICT. It was pretty awesome, but let's see how the Bank described it:http://www.worldbank.org/en/news/feature/2013/07/17/imagining-a-smart-country-Rwanda
