Wayne has over 20 years of experience working in DSTA and MINDEF. He is currently a Senior Programme Manager who plays a leading role in delivering cutting edge simulation training capabilities for the Army. In 2021, he successfully delivered a first of its kind training system which integrates data analytic capabilities with a suite of live simulation training systems for real time analysis of training performance. He is also leading simulation training projects using virtual and augmented reality technologies to improve training effectiveness. Apart from project management, he is responsible for driving and shaping the long term capability build-up plan for the next generation Army training simulation systems.Wayne is deeply passionate about learning and development. During his tenure as Head Course Development in DSTA Academy, he played an instrumental role in the transformation of the DSTA training programmes. He strives to maintain the highest standard of excellence and consistently achieved an excellent post course feedback score. In 2018, he implemented the Flipped Classroom and Blended Learning pedagogy to transform how milestone courses were traditionally conducted. With a strong passion in learning technology, he collaborated with a multi-disciplinary team in DSTA to deliver a MOOC learning platform to enable self-directed learning for DSTA. He also pioneered the use of digital learning tools in the conduct of courses. Over the years, he accumulated vast experience in systems engineering, project management and research in technical competencies. He developed the Enhanced Reliability Growth Model as a decision making tool for assessing the likelihood of achieving reliability targets with limited resources available for testing. He conducts lectures in DSTA and represented DSTA in several local and overseas technical seminars in North America and Asia Pacific. In 2015, he was invited as a speaker by the Institute of Engineers Singapore (IES) to share his expertise in reliability engineering. His works were published in the DSTA Horizons and DSTA Monographs publications.Wayne was recipient of a number of awards in DSTA. He received the National Day Commendation Medal in 2019 in driving the transformation of DSTA milestone programmes. In 2004, he received full scholarships from DSTA to pursue a double Masters degree in Defence Technology and Systems in the National University of Singapore and Naval Postgraduate School.
