Responsible for all aspects of the design and implementation process for large plant new set-up projects, including site selection, investment agreement, permit and license, land bidding, EPCM, equipment land facility installation, hiring, training etc.Prepare and submit the CAR(Capital Appropriation Request) to ManagementBuild the initial implement plan, define the project investment scheme, and release investments in compliance with controlling procedures; take economical responsibility for all deviations from initial requirements.Launch and monitor the Program: track progress by updating implement plan, project glide path and budget/spending reports, and by leading reviews of project steps and results.Staff, manage and co-ordinate a cross-functional project team including ME, Purchasing, Finance, EHS, PC&L, CI, PE, Quality, Ops, Legal and local Plant.
