As the Senior Associate Vice Chancellor for Research Administration for the University of Tennessee Health Science Center, Dr. Byerly is responsible for oversight of research administration operations, including the Office of Sponsored Programs, the Electronic Research Administration Office, Research Compliance (institutional review board, conflict of interest, institutional animal care and use committee, institutional biosafety committee, radiation safety committee and research safety affairs), and the Laboratory Animal Care. He maintains an active pharmacy license and holds an appointment in the College of Pharmacy.

As the interim Vice Chancellor for Research for the University of Tennessee Health Science Center, Dr. Byerly leads efforts to enhance basic scientific and patient-focused research by working collaboratively with the administrative leadership, faculty, staff, and students across all UTHSC colleges and campuses. Additionally, he is responsible for supporting UTHSC’s research administrative offices and research infrastructure. Dr. Byerly maintains an active pharmacy license and holds an appointment as Professor in the College of Pharmacy.

He is a certified IRB Professional (CIP) through PRIM&R, maintains an active pharmacy license, and holds an appointment in the University of Tennessee College of Pharmacy.

As the Associate Vice President for Research Integrity and Regulatory Affairs, Dr. Byerly is responsible for research compliance across both the University of Connecticut and UConn Health campuses, including the animal care and use program, human subject protections program, clinical trials billing, biosafety, stem cell research, financial conflict of interest, research integrity, export control, and environmental health and safety, to ensure the responsible conduct of research and compliance with applicable federal and state regulations. He is a certified IRB Professional through PRIM&R and certified in Heath Care Research Compliance through the Health Care Compliance Association. He also holds an appointment as Associate Research Professor in the Department of Pharmacy Practice and maintains an active pharmacy license.

Oversees research compliance at UConn Health, including animal subjects/Institutional Animal Care and Use Committee, biological safety/Institutional Biosafety Committee, financial conflict of interest, research integrity, responsible conduct of research, and works directly with the Human Research Subjects Protection Office to ensure research compliance with all federal, state and local rules and regulations.

As interim Systemwide Compliance Officer, responsibilities include working with University of Texas Executive Officers and Institutional Compliance Officers to ensure robust compliance programs in the areas of healthcare, research, business conduct and information security at the nine academic universities and six academic health institutions that comprise the University of Texas System.

As Assistant Systemwide Compliance Officer for Research for University of Texas System, responsibilities include developing, implementing, and overseeing a comprehensive research compliance program in the areas of sponsored programs, protection of human and animal research subjects, research integrity, conflict of interest, biosafety, environmental health and safety, and export controls across the fifteen institutions that comprise the University of Texas System. The research compliance officer works closely with the Chief Systemwide Compliance Officer as well as the heads of the compliance programs and research administrative units at each of the University of Texas campuses to facilitate and coordinate communication on research-related issues; develop and implement research compliance standards, policies and procedures; assist with education and training; ensure mechanisms are in place to monitor and enforce research compliance standards; and to collaborate on investigations of non-compliance

Responsible for the management and operations of clinical research financial, regulatory and compliance services, including clinical trail billing compliance, contract negotiation, feasibility analysis, regulatory support, post award management and monitoring for clinical trials.

Provide strategic, administrative and operational direction and oversight for the human subject protection program, including the institutional review board (IRB) and clinical research support office; animal care and use program (IACUC); office of animal welfare assurance and division of laboratory animal resources; conflict of interest process and research misconduct process.
