While completing my Ph.D. in Environmental Studies at the University of California, Santa Cruz, I worked in the non-profit sector at Orange County Coastkeeper. In my role as project manager, I assisted the development of real-world water quality metrics that were used to implement a Conditional Agricultural Waiver by the Santa Ana Regional Water Quality Control Board to put limits on polluted discharges normally exempt under the Clean Water Act. Subsequently, as Biologist for the Los Angeles County Department of Regional Planning, I oversaw six programs including coordinating the County’s Environmental Review Board as well as advising County staff, developers, and residents on local ordinance compliance and definition of Significant Ecological Area boundaries of the General Plan update. In my most recent position as Deputy Director of Ecological Services at one of the largest municipal water and sewer utilities in the United States, I assisted with natural resource reviews of environmental permits; advised agency staff on grant submissions for green infrastructure/low impact development and ecological restoration projects; commented on requests for proposals to complete the work once grants were awarded; and directed compliance monitoring and reporting for wetland mitigation projects to regulatory agencies. I have complemented my private- and public-sector employment as an adjunct professor at two institutions where I taught courses that ranged from non-majors ecology field labs to master’s seminars in watershed management. After relocating to Scottsdale, AZ, for my wife's faculty position at ASU in 2015, I took care of our infant daughter for a year until she was old enough to attend daycare. Since then, I haven’t been able to utilize my previous education and experience for natural resource management opportunities in the Valley of the Sun. Deputy Director Of Ecological ServicesNew York City Department Of Environmental Protection May 2013 - Jun 2015Flushing, New YorkThe Bureau of Environmental Planning and Analysis (BEPA), is responsible for strategic planning to help ensure appropriate forecasting, trend analysis, regulatory review, scientific modeling, and research. Within BEPA, my primary role was to assist the Director with supervision of two to five office staff that managed contractors and consultants for completion of projects that fulfill the mission of the Department. In 2014, our staff processed invoices greater than $2.5M towards completion of contract related tasks.During my appointment as Deputy Director, Ecological Services submitted grant proposals valued at $15.7M with $1.6M awarded to complete the design and permitting for a wetland restoration and dune creation at Oakwood Beach on Staten Island and to conduct an oyster restoration pilot project in the Head of Bay region of Jamaica Bay.Among several responsibilities, Ecological Services performs the Natural Resources reviews under the CEQR process for all City sponsored projects. I trained staff and reviewed comments prior to submission to lead planner. I also acted as intra- and interagency liaison with other Bureaus in the Department, other City Departments, and State and Federal regulators in relation to the permitting and implementation of multiple projects. For example, MARSHES (The Mitigation and Restoration Strategies for Habitat and Ecological Sustainability) Initiative will be New York City’s first wetland mitigation bank to help clean up and restore the Saw Mill Creek Marsh on Staten Island. I supported consulting biologists with modification/interpretation of the Uniform Mitigation Assessment Method (UMAM) that the United States Army Corps of Engineers uses as a standardized procedure for assessing the ecological functions provided by wetlands and other surface waters, the amount that those functions are reduced by a proposed impact, and the amount of mitigation necessary to offset that loss. -

Project ManagerOrange County Coastkeeper Jan 2007 - Jan 2010From 2007 to 2010, I worked as Project Manager for Orange County Coastkeeper (OCCK) alongside a skilled professional staff that performed an array of environmental assignments related to the protection and enhancement of surface water resources in Orange County (including streams, channels, bays and coastal waters). For instance, I represented our company at the County of Orange's Storm Water Task Force meetings where the City permittees implement regulatory compliance programs in response to National Pollutant Discharge Elimination System (NPDES) permits and Total Maximum Daily Load (TMDL) requirements throughout Orange County. Drawing from over 10 years of experience in designing and conducting specialized environmental studies, I authored the Quality Assurance Project Plan (QAPP) for a county-wide agricultural runoff study. The QAPP was both compliant with the Surface Water Ambient Monitoring Program and approved by the Santa Ana Regional Water Quality Control Board. In my role as OCKK Project Manager, I also conducted field monitoring of water quality and quantity on several projects (e.g., Newport Beach Stormdrain Study, Newport Harbor Copper Boat Paint Study, Orange County Nurseries Water Quality Improvement Project, Orange County Stormwater Infiltration Retrofit Pilot Program, and Wintersburg Channel). In order to provide environmental education to governmental agencies, residents and the business community to promote stewardship of Orange County’s surface water resources and regulatory compliance, I managed the production of four educational brochures for the Coastkeeper Gardens program (available upon request). OCCK was the lead agency for two projects I managed on a daily basis: The Coastkeeper Gardens Program and the Orange County Nurseries Water Quality Improvement Project. For both projects, I established new and strengthened existing linkages with collaborating agencies, including: city and county water and power utilities, and school districts.

Graduate Research AssistantUniversity Of California, Santa Cruz Jan 2000 - Jun 2006UCSC Fennel Project Served as project manager from 1995 to 2005, under Principal Investigator – Stephen Gliessman, Ph.D., for field experiment established in 1990 by Natural History Field Quarter on Santa Cruz Island, CA, to evaluate the impact of different invasive plant management actions against fennel to the restoration of native plant community structure and function. Established experimental treatments to evaluate the allelopathic potential of fennel in field conditions as well as the impact of manipulating fennel with multiple techniques instead of the exclusive use of a narrow spectrum herbicide such as was implemented during the Central Valley Fennel Removal Experiment. Central Valley Fennel Removal Experiment Served as lead researcher, under Co-Principal Investigator – Dr. Stephen Gliessman, on The Nature Conservancy and Andrew W. Mellon Foundation’s Ecosystem Research Program. Collaborated with five academic institutions on this project to evaluate how an experimental protocol combining prescribed fire with aerial herbicide application from 1997 to 2001 managed the invasive fennel plant. The research focused on how invasive plant management affected community structure, diversity, and productivity in relation to changes in the insect, lizard, and plant populations. -
