About Wesley Payne

A visionary and resourceful leader with PMP credentials, I offer an extensive success record in program management in the telecommunications and utilities industries that sets me up for success in leading any complex infrastructure project. With a focus on rigorous project planning, I lead teams to deliver solutions that fulfill stated objectives while surpassing customers’ expectations. MY CAREER STORYAfter exiting the Navy, I expanded my technical expertise into radiofrequency (RF) engineering. The discipline and leadership skills I built during my military service enabled me to quickly advance into supervisory and then project / program management roles. At Landis+Gyr, I supervised teams of 10-15 people tasked with servicing utility meters and executing water deployments in 3 states. I was instrumental in enabling Landis to extend a critical 5-year contract. Transitioning to Crown Castle, I learned all I could about distributed antenna systems, small cells, and network construction and optimization. Initially I oversaw 24 staff across 2 construction teams, and by 2022 I was managing 34 people handling fiber engineering and construction projects across field operations in 6 states. Traveling for on-site visits several days a month, I kept a +$100M project portfolio on time and on budget while meeting customers’ needs. KEY SUCCESSES➠ I managed a dark fiber project for the City of Pittsburgh across several years; this involved obtaining easement agreements and permits, administering a multimillion-dollar budget, and overseeing numerous construction managers and their teams. All City projects are on track for 2025 delivery.➠ I turned around a struggling project that was 14 months through its 18-month schedule with 75% of the work left – and completed the project on time, according to its original timeline.➠ By transitioning to microtrenching, we reduced fiber network installation costs by $400 per foot. MY LEADERSHIP STYLEAs a manager of managers, I encourage my leaders to focus on results while providing the freedom for them to motivate their teams in their own creative ways. I check in to make sure everyone understands project objectives, and I welcome innovative ideas and alternative problem-solving approaches. Across my organization, I instill a culture of collaboration to ensure everyone is on the same page and has access to each other’s strengths. I offer career pathing and act as a mentor to help individuals achieve their personal goals.
