Developed and drafted Air Force, joint services, programs, and policies. Programmed resource allocations according to the Planning, Programming, and Budgeting System (PPBS). Led a 80-person unit responsible for providing command, control, communications, computer and intelligence (C4I), air traffic control and landing systems, and meteorological systems necessary for Beale Air Force Base and the 9th Reconnaissance Wing to accomplish its critical intelligence, surveillance and reconnaissance (ISR) mission. Managed systems and communications architectures supporting operational needs.

Led a 218-person unit which directly supported the USCENTAF Commander with combat-ready command, control, communications, computer, and intelligence (C4I) networks and services. Responsible for readiness of C4I systems that deploy with a $42.5M Combined Air Operations Center (CAOC). Provided information operations capabilities and delivered the global information grid: Supported commanders and Joint Task Forces (JTF) with command and control communications, computer support, information resources management, and air traffic systems maintenance. Operated and administered networks. Planned, engineered, installed, and maintained capability to collect, process, disseminate, and use intelligence information. Assured timeliness, accuracy, reliability, non-reputability, verifiability, and security of information while denying the adversary's ability to do the same. Provided commanders an integrated and interactive picture of mission areas.
