Represented the Library in the Federal Chief Acquisition Officer Council to promote recognition to the unique capabilities provided by the Library of benefit to the entire federal government.

Executive director for a major Navy supply center in the Naval District Washington including a major contracting function, a consolidated mail facility for Defense activities in the Washington, DC area, Personal Property, Information Technology, a Supply Department, an Administrative and Technical Support Division, and an Acquisition Business Management Division. Assumed position after a major downsize with a high turnover of personnel. Restructured the Center by stabilizing the organization and attracting talented personnel. Results included successful response to the aftermath of 9.11 and the bio-hazard threat, and the Center was recognized by the Dept of Defense as the premier military postal center and the Contracts Directorate recognized with the FY2000 Navy Competition and Procurement Excellence Award and the David Packard Award.
