Head of Policy (G6 - Team Leader) of the Gas Systems and Operations (GSO) Unit within the Energy Systems Management and Security (ESMS) Directorate of the Office of Gas and Electricity Markets (Ofgem). I lead a multi-disciplinary team of nine economic policy professionals, analysts and consultants across England, Wales and Scotland to deliver key regulatory policy projects relating to GB Gas Systems (methane, biomethane & hydrogen), and core statutory oversight and administrative functions relating to Gas Transporters (including the Transmission Owner and System Operator, Gas Distribution Networks and Independent Gas Transporters (IGTs)) and Gas Shippers. I am responsible for the management of three regulatory workstreams (functions), which each develop and provide policy advice to Government, industry and consumers, and make regulatory decisions on behalf of the Gas and Electricity Markets Authority (GEMA) under the Gas Act 1988, relevant Licences and Industry Codes, on select Gas Transporter and Shipper matters including: • Access and Connections – comprising the regulations, systems, practices and procedures governing how Gas System Users may seek access to transportation networks via capacity mechanisms, and under which Gas System Users may physically connect to or disconnect from a Transporter’s network,• Charging and Pricing – comprising the regulations, systems, practices and procedures governing how Gas Transporters may price certain services and recover Transportation, Operation and Connection Costs from Gas System Users. • System Operations and Service Quality – comprising the regulations, systems, practices and procedures governing how Gas Transporters must manage and operate certain aspects of their network, and how Gas Shippers may participate in and interface with the Gas System.

Lawyer (Grade 7) with the Consumer, Competition and Postal Services Unit of Department for Business and Trade (DBT) Legal Advisers within the Government Legal Department. I was responsible for providing legal advice (including strategic and legal policy advice), and other governance and process advice in relation to the passage of consumer law and civil procedure provisions of the Digital Markets, Competition and Consumers Bill.

Principal Lawyer (Non-Ongoing EL2) with the Regulatory Law Unit of the ACCC & AER. I was responsible for providing, and overseeing the provision of, legal advice (including strategic and legal policy advice), investigation and inquiry assistance, and other consumer law, public law and regulatory legal services in relation to the functions and powers of the Australian Competition and Consumer Commission (ACCC) and Australian Energy Regulator (AER).

Director (A/g EL2) of Market Strategy Unit with the Early Childhood and Youth Group. I led a large multi-disciplinary team of twelve social and economic policy professionals, project and program specialists, and data analysts to deliver key early childhood strategic policy, data and engagement projects. I was responsible for ongoing management of five policy, data, regulatory and engagement workstreams (functions), including:• Early Childhood Market Strategy – a strategic policy function involving the development of departmental policy positions and provision of policy advice in relation on system stewardship and the performance and adequacy of Early Childhood Markets. • Care Types Policy – an operational policy function involving policy and data analysis, and provision of operational policy advice on the performance and adequacy of early childhood sub-markets, including in relation to service design and subsidy pricing. • Market Monitoring – a data analytics function involving the development of a market monitoring framework, and the provision of data-driven policy advice in relation to key early childhood market parameters (pricing, competition, viability & cost structures).• Systemic Financial Risk – a prudential regulation program involving statutory reporting and financial risk assessments for the identification and management of competition and systemic financial risks within the Early Childhood sector. • Sector Engagement – a stakeholder engagement function involving management and provision of governance and secretariat support for key departmental Early Childhood industry policy consultation and engagement mechanisms.

Assistant Director (EL1) with the Assessments Unit within the Office of the Australian Information Commissioner's (OAIC) Regulation and Strategy Branch. I managed a small regulatory project team of privacy specialists (legal & policy) in addition to large teams of external technical (privacy & data) consultants assisting the Commissioner under the Australian Information Commissioner Act 2010. I was responsible for delivering: • Statutory audits – compliance audits of Australian Government and private sector companies, including audits of record-keeping and disposal obligations under the Telecommunications Act 1997, and data security requirements under the My Health Records Rule 2016. • Privacy Assessments – planning and conduct of section 33C privacy assessments (formerly privacy audits) of Australian Government, State and Territory Government, and private sector companies (APP Entities), including assessments against Australian Privacy Principles and Privacy Codes. • Privacy Policy Advice – strategic and operational policy advice on privacy (domestic & international), data security/protection, data governance, and open government (data sharing) issues, including preparation of public submissions.*I also served as an Australian Government lawyer (part-time) during this time, providing legal advice on privacy complaints, freedom of information requests and other public law matters.

Economic Advisor with the Education, Sector Strategy and Reform Branch within NSW Treasury's Policy and Budget Group (P&B). I was responsible for leading economic and governance reform projects within NSW Education sector, and providing public policy, economic and public financial advice to the NSW Government in relation to matters affecting the NSW Education Cluster, and early learning, schools, and universities sectors in NSW. I was Treasury relationship lead and lead financial analyst for the NSW Education and Standards Authority (NESA, formerly BOSTES).

Paralegal with the Public Inquiries and Torts Group. I was responsible for preparing legal advice for review by CSO Lawyers, assisting the CSO Lawyers with case management and court filing, and preparing draft legal documents for tortious liability claims and coronial inquests.

Senior Policy Officer (APS6) with the Government Business Oversight Unit within the Commercial Division of the Australian Government Department of Finance. Reporting to the Director of Government Business Oversight, I was responsible for:• delivering major policy and governance projects in relation to whole-of-government commercial policy, corporate governance and commercial performance frameworks, • procuring and contract managing specialist commercial consultants and external legal advisors for major infrastructure projects, and partnering with financial education providers to develop commercial training programs, • providing commercial policy, financial performance and risk management advice in relation to Australian Government State-owned enterprises (Government Business Enterprises) to the Australian Government and international stakeholders.

Policy Officer (APS5) with the Commercial Advice Unit within the Commercial Division of the Australian Government Department of Finance. Reporting to the Director of Commercial Advice, I was responsible for:• shareholder oversight (business analysis, financial reporting & risk management) for three major infrastructure Government Business Enterprises, including Moorebank Intermodal, Western Sydney Airport Company and Australian Rail Track Corporation, • providing commercial policy (financial, risk & governance) advice in relation to major Commonwealth infrastructure projects and commercial appointments,• providing commercial policy advice to external stakeholders in relation to major free-trade agreements and other bilateral or multi-lateral agreements.

Budget Officer (APS4) with the National Disability Insurance Scheme (NDIS) Agency Advice Unit within the Social Policy Division of the Australian Government Department of Finance. I was responsible for public policy analysis and providing economic and financial advice regarding the performance and sustainability of the National Disability Insurance Scheme, with a particular focus on transitional issues, intergovernmental agreements, and supporting programs.

Mediation and Investigation Officer with Consumer Disputes Branch of the NSW Office of the Legal Services Commissioner (OLSC). Reporting to the Assistant Commissioner (Consumer Disputes), I was responsible for the investigation, management and resolution of complex consumer complaints against legal professionals in NSW. I successfully resolved over 150 consumer complaints and was also responsible for assisting OLSC lawyers with investigation disciplinary complaints.
