Serves as lead and/or co-lead counsel for several operational offices and/or functions, including the Office of Human Capital; the Office of Diversity, Equity, Inclusion & Accessibility; the Office of Audit & Debt Resolution; and Records Management.- For the Office of Human Capital, advises on all matters of federal labor and employment law, including employee discipline under the Civil Service Reform Act of 1978, as well as various other laws codified in title 5 of the United States Code that address issues such as labor relations, employee leave, pay and compensation, etc.- For the Office of Diversity, Equity, Accessibility, & Inclusion, advises on procedural aspects of the agency's Equal Employment Opportunity (EEO) program, as well as implementation of the agency's unique complaint procedure for AmeriCorps volunteers and members who allege violations of Title VI of the Civil Rights Act (and related authorities). - For the Office of Audit & Debt Resolution, advises on debt collection matters, including applicability and implementation of the Federal Claims Collection Act of 1966; Debt Collection Act of 1982 (DCA); and Debt Collection Improvement Act of 1996 (DCIA).- Litigate employee appeals of adverse actions before the Merit Systems Protection Board, as well as Equal Employment Opportunity Commission complaints. This function requires knowledge and regular application of various civil rights statutes, including the Equal Pay Act of 1963; title VII of the Civil Rights Act of 1964; the Age Discrimination in Employment Act of 1967; the Rehabilitation Act of 1973; the Genetic Information Nondiscrimination Act of 2008; and the Pregnant Workers Fairness Act of 2023.Serves as back-up counsel for several operational offices and/or functions, including the Office of Grants Administration; the Office of the Chief Risk Officer; the Office of Budget; the Privacy Act team; and Data Management. Also serves as back-up counsel for appropriations & fiscal law.
