Acts as an environmental consultant providing advisory services to Air Force Civil Engineer Center (AFCEC). Primarily supports the Air Force Program Requirements Development (PRD) program as a senior cost estimator, co-Financial Improvement and Audit Readiness (FIAR) lead, and internal/external training lead. Participates in data gathering visits with clients to incorporate data into technical programming requirements documents. Prepares, reviews, and approves cost estimates to provide the client with an auditable Cost-to-Complete (CTC) for environmental liability sites across the Air Force Environmental Restoration Program (ERP). Fiscal Year (FY)2020-2024 PRD tasks included developing all aspects of the audit files for multiple installations across the Air Force, PRD Process training development and support, Remedial Action Cost Engineering and Requirements (RACER) software training development and support, RACER software validation support, and FIAR support.

Participated in data gathering visits with clients to incorporate data into technical programming requirements documents. Prepared, reviewed, and approved cost estimates to provide the client with auditable CTCs for environmental liability sites across the Air Force ERP. FY2017-2020 PRD tasks included developing all aspects of the audit files for multiple installations across the Air Force, RACER training support, and RACER software validation support.Provided support to the Air Force Civil Engineer Center (AFCEC) performing technical reviews of project deliverables and programming in support of Air Force Restoration Programs across the United States. His experience encompassed utilizing technical expertise in soil and groundwater contamination, remediation technologies, and Air Force procedures to perform technical reviews for project deliverables in support of remediation projects throughout the Air Force.Provided supervisory project management and on-site technical restoration support at Scott AFB. Managed project activities at 49 CERCLA sites in accordance with the Defense Environmental Restoration Program Management Guidance. Prepared programming documents for future year projects and developed RACER estimates to document environmental liabilities in accordance with the Chief Financial Officer Act and worked with service centers to identify appropriate contract vehicles and develop project scopes. Conducted technical evaluations of project proposals, performed technical reviews of project documents and analytical packages to ensure technical accuracy and compliance with statement of work requirements, and ensured project activities are conducted in accordance with AF policy and state and federal regulations.

Provided on-site construction, operation, maintenance, and support for multiple environmental investigations and clean-up actions under the authority of CERCLA and RCRA. Responsible for the collection of environmental media samples, geologic logging, and oversight of subcontractors. Assisted with the planning, preparation, operation and maintenance of oxygen injection systems and soil vapor extraction systems. Additional responsibilities included: planning document preparation, data analysis, report preparation, client interface, investigation derived waste management, and site health and safety personnel monitoring.

Responsible for upgrade and navigation of departmental projects from ArcGIS 3.x to ArcGIS 9.x format. Performed complete QA/QC of emergency evacuation plan database and associated GIS for all active nuclear power plants in Illinois. Developed and implemented a standard model for data file structure to help reduce redundancy in the departmental GIS.

Worked as part of a team for non-point source pollution/illicit discharge/TMDL investigations for multiple watersheds throughout Southeast Michigan. Responsible for preparation of data and text for client reports. Responsible for QA/QC of GIS databases and preparation and manipulation of graphics in ArcGIS for reports and presentations.
