Willy Jay is a partner in Goodwin's award-winning Supreme Court and Appellate Litigation Practice. He led the practice for ten years and is currently co-chair of the firm's Complex Litigation and Dispute Resolution practice. He previously served as co-chair of Goodwin's Washington, D.C. office. Named the nationwide "Appellate Lawyer of the Year" by Benchmark Litigation, Mr. Jay uses his extensive experience to achieve successful results for clients in the U.S. Supreme Court and federal and state appellate courts. He has argued more than 75 appeals, 17 of them before the Supreme Court. His Supreme Court experience includes briefing more than 50 cases on the merits and more than 150 cases at the certiorari stage. Mr. Jay has also handled cases in every federal court of appeals; cases in state appellate courts across the country; and a wide variety of constitutional and regulatory matters in trial court, against federal, state, and local governments. He regularly argues patent appeals in the Federal Circuit, where he has won multiple reversals, and FDA regulatory matters under the Administrative Procedure Act, under which he recently sued the FDA and won. In addition to his expertise on pharmaceuticals and biosimilars, he also litigates cases involving ERISA and financial services; arbitration; class actions; securities; federal preemption of state law; environmental law; campaign finance law; criminal law and procedure, and First Amendment issues.
