William Morrison currently serves as Chairman of MetricsLed. William has spent 30 years working with and for government. He worked for the Adam Smith Institute before founding Adam Smith International (ASI) with 3 colleagues. William served as as Managing Director & Chairman for over a decade. William built ASI from a small specialist contractor for DFID to a multinational consultancy firm with a wide range of government clients, offices across the world and revenues of over £150 million. William left full time employment at ASI after selling the company in 2015, stepping down as Chairman in 2017. William’s advisory career has centred on working to direct and deliver technical assistance programmes for the British Government. Since 2017 William has worked as an advisor for the Tony Blair Institute supporting a number of their government reform programmes in the Gulf and for MetricsLed who supply software to support programme delivery and information operations in complex and kinetic field settings. William has particular expertise in working to establish or strengthen Prime Minister’s Offices, Cabinet Offices, strategic communication units and central policy functions and has worked as an adviser to 3 Iraqi Prime Ministers, to the Prime Ministers of Kenya and Zimbabwe and to a number of Senior Indian Ministers including Arun Shourie. The work William led to set up the Prime Minister’s Office and Cabinet Office in Iraq in 2004 was one of the few UK programmes praised by the British Government’s Iraq Inquiry. William was based in the British Embassy Baghdad from 2004 – 2007 and continued to advise the Iraqi Government until 2017.William has also led major programmes of public sector reform in the Middle East, Africa, the Gulf, India, Pakistan and Afghanistan.
