He has successfully represented clients on matters involving antitrust, federal preemption, rail mergers, line sales and leases, line constructions, line abandonments, shortline transactions, regulatory rulemakings, legislative initiatives, and in obtaining public funding for numerous rail infrastructure projects. Mr. Mullins has also represented various clients in several rounds of DOT funding programs and has been successful in obtaining over $40 million in grant funds. He has extensive experience with the RRIF program and has obtained several successful loans, including a $54.6 million loan to KCS for the acquisition of 30 new locomotives.
