Author - Team Facilitator: Community Crisis Intervention Team
CurrentMy interest in the subject of intellectual disability (ID) and the criminal justice system (CJS) dates back to 1979 when I accepted a position at a state school for individuals with ID/LD/DD, during a most historic time (i.e., deinstitutionalization). In 1981 I attempted to form a roundtable discussion group including an ID service agency, a local district court, and police department to discuss recent negative encounters some of our residents were experiencing while out alone in the community. At this first and only meeting, I presented a court simulation project I had co-developed with the assistant executive director of the Massachusetts Bar Association. The purpose of running the court simulation was to help educate and impress upon our residents the importance of adhering to social rules and expectations and also, understand possible consequences of breaking the law. We felt residents should understand this before leaving the school to live (often unsupervised) in the community. While this first attempt failed miserably, I have since had the good fortune to be part of what has become a highly successful (nationally recognized) community collaborative and jail diversion program.. The book discusses the evolution of this program but perhaps the major topic concerns the plight of individuals with low or marginal intelligence who often become involved in the CJS. The book discusses these problems but more importantly, it provides readers alternative solutions, diversion strategies that can be enacted at various points of entry into the “system”. Building on years of firsthand experience, the book provides a useful guide for others working in the field, using many case illustrations, and specific steps to help communities develop a jail diversion program that is right for them.
