Bill retired as Executive Director of the Wisconsin Partnership in March 2013.

Under Bill’s direction, the Partnership has developed or been a development consultant for almost 900 rental and sale homes in Wisconsin. We have provided training, technical assistance, and consulting services to more than 140 nonprofit and for-profit companies in five states that have developed more than 1,500 affordable homes. We have also provided technical assistance on housing program design, evaluation and management to more than 40 local and state governments and other public agencies. The Partnership has created, managed or consulted on 12 financing programs in two states that have provided over $300 million in debt and equity financing to develop, rehabilitate and make energy conservation improvements in almost 7,800 homes. Since 2001, the Partnership has managed more than $32 million in down payment assistance to almost 6,600 low and moderate income families in Wisconsin, half of whom received counseling as part of the program. With HUD housing counseling funding through the Housing Partnership Network, the Partnership has provided financial support for counseling to another 5,000 homebuyers and 400 renters in Wisconsin. In its advocacy role, the Partnership has proposed and helped secure passage of legislation that has made over $65 million in new state funds available for affordable housing in Wisconsin. To date, through programs and projects it has created, managed or funded, the Partnership has helped more than 18,000 households live in decent, affordable homes.

Before founding the Partnership, Bill worked for nine years in the Wisconsin Division of Housing. He developed legislation securing more than $10 million in state funds for a new home improvement loan program and designed the state's first home mortgage loan program. He also directed a staff of 27 charged with managing housing finance programs and providing technical assistance to community-based housing organizations.

Bill co-founded the Community Resources Group, a consulting firm that worked in neighborhoods throughout New England on affordable housing and neighborhood revitalization.
