The chair also coordinates campaign activities for all elected offices and supports efforts by municipal chairs to create and sustain robust and effective Democratic organizations at the local level. Assembly Chairs maintain data bases, produce newsletters, maintains websites and other methods of communications and serves on the county-wide Democratic committee. In addition to my work as the 143rd Chair, I serve as a Precinct Committee Person in Plumstead Township.

This was my 30th year of volunteering for Democratic candidates and causes, having begun as a campaign worker in 1980 on Steny Hoyer's first congressional campaign, the run-off election against Ruben Spellman. I have served on campaigns from school board to Maryland and Pennsylvania legislatures and prior to returning home to Pennsylvania, worked on Chris Van Hollen's first campaign for Congress.

    I initially led and supervised 44 schools, pre-K through high school, serving approximately 33,000 students. I supported and evaluated the principals in these schools, supervised a staff of academic specialists, peer mediators, school psychologists, pupil personnel workers, technology specialists and clerical support staff. Under a subsequent reorganization, I led and supervised all 22 high schools, serving approximately 43,000 students and all secondary programs. These programs included athletics, career technical education, alternative education, summer and evening high school programs, Read 180, Smaller Learning Communities and College Summit among other programs. Additionally, I was part of small leadership team that planned and implemented the University of Pittsburgh's Principles of Learning, a part of their work based in the Institute of Learning. I was also responsible for instituting the Charlotte Danielson Framework for Teaching in each of our 22 high schools. In my final year with Prince George's County, I assumed the responsibility for implementing the Teacher Incentive Fund grant, the largest grant in our school system's recent history.

    I served as an Assistant Principal at High Point High School in Beltsville, Maryland, Coordinator of the ATLAS Communities Project (a national school reform program) The ATLAS Communities Project was a national school reform program, funded by the New American Schools Development Corporation and included 4 schools systems and 4 national partners: The Coalition of Essential Schools at Brown U., Harvard's Project Zero, The Educational Development Corporation of Newton, MA and the "Comer" School Development Program at the Yale Child Study Center. Locally, I led a comprehensive reform effort involving 12 schools, K-12, including changes to school management structures, creation of new curricula and graduation requirements, professional development and the creation of a multi-agency school and community services center, known as the Judy Hoyer Center. Judy centers have since been replicated nationwide.As the Principal of Northwestern HS, oversaw the construction of a new high school, built and organized around Schools and College/Career Academies, including as example, the Jim Henson School of Arts Media and Communications. While there we expanded AP offerings, moving to the second largest number in our school system, and wrote and received a Smaller Learning Communities Grant from the USDE. Our school received a federal award through the Career Connections Program, as a "Fast-Track" High School for our success in reorganizing our entire academic program into smaller learning communities and for our integration of career technical education with our academic program.

As department chair, I supervised a department of 12-15 teachers, authored county-wide curriculum in International Baccalaureate, Advanced Placement American Government and World Gergraphy, introduced, trained staff and conducted Paideia Socratic Seminars, as well as new methods of teaching multi-disciplanary integrated units in American History, American Literature and Art History. I served on a task force on Interactive TV, that brought the first interactive television systems to Prince George's County. I also served as the school system's representative on the county-wide Interfaith Action Council. I served as a school representative on the local educational association (bargaining representative PGCEA/MSTA/NEA) and coached football and track for 27 seasons. As a department chair and magnet academic coordinator, I served on the Instructional Council and led and assisted in the development of new programs, courses, curriculum and activities and advised the principal and administrative team. During my tenure as department chair, we received a Blue Ribbon School designation and hosted a visit from then president Ronald Reagan celebrating the creation of our innovative magnet programs.
