Will has over 40 years of professional experience working for the federal government and the private sector supporting infrastructure, energy, and environmental (IEE) programs. For most of his 26 years at Booz Allen Hamilton, he provided business leadership for IEE programs in the Office of the Secretary of Defense, the Air Force, Navy, Marine Corps, Army, and Dept. of Interior. He supported civilian agency and international IEE markets and led cross cutting business thrusts in environmental management, public-public and public-private partnerships, military test and training ranges, water infrastructure and security, and Base Realignment and Closure (BRAC). He led Booz Allen’s BRAC campaign from 2005-2011; led the firm’s IEE functional community for 6 years; coordinated the firm’s infrastructure industry engagements and partnerships; and volunteered extensively to support community & military partnerhship programs focused on workforce development, sustainability, resilience, shared services, and diversity, equity and inclusion. While at Booz Allen, Will took on a people leadership role in talent acquisition, employee retention, employee engagement, learning and development, COVID-19 response, and diversity, equity, and inclusion for the 3400-person Joint Combatant Command business. Prior to joining Booz Allen in 1996, Will held management, leadership, and academic positions at MITRE Corporation, MITRETEK, the Environmental Protection Agency, the U. S. Geological Survey, the University of Texas, and the Dept. of Health, Education and Welfare. He worked on assignments, including strategic visioning, strategic planning, policy and guidance development, program management, facilitation, stakeholder engagement and partnering, natural and built asset management, mineral resource assessment, environmental restoration, and environmental management. Will earned his Ph.D. in Geology at the Univ. of Texas at Dallas in 1987, and B.A. in Environmental Science in 1980 from Wesleyan Univ. in Middletown, CT. He was an instructor at the Air Force Institute of Technology in environmental restoration project management from 1991 to 2012, has authored over 20 articles and publications, and managed large and diverse teams.Will volunteers extensively to support the Northern Virginia Regional Commission, Association of Defense Communities, Blue Star Families (BSF), EveryMind, Crucial Convos, the ThirdPath Institute, and several non-government and faith-based organizations to forge partnerships for social impact. He recently joined the Advisory Board for BSF.
