MDA Executive for a portfolio that includes ground-based midcourse defense (GMD), global deployment, targets and countermeasures, Terminal High Altitude Area Defense System (THAAD), four Joint U.S. and Israeli Programs, and several classified programs collectively valued at over $2.5 Billion annually. His portfolio includes more than 2,000 civilian, military and contractor personnel at locations worldwide. General Cooley is also responsible for agency worldwide military construction, Ballistic Missile Defense System (BMDS) capability deployment, and logistics and transportation support within MDA.

Los Angeles Air Force Base

Leads the multiservice, multinational systems directorate of ~750 responsible for development, acquisition, fielding and sustainment of all Global Positioning System (GPS) space segment, satellite command and control (ground) and military user equipment. The $32B GPS program, with a $1B annual budget, maintains the largest satellite constellation and the largest avionics integration and installation program in the Department of Defense.

Kirtland Afb, New Mexico

Leads a team of 941 military, civilian, and on-site contractors who comprise the nation's Center of Excellence for military space science and technology, research and development, as well as advanced technologies integration and demonstration. His organization manages an annual budget of $378 million focused on the mission thrusts of responsive space and counterspace and space-based command, control, communications, intelligence, surveillance and reconnaissance.

350th Electronic Systems Group is responsible for Air Force Command and Control (C2) systems including the Air Operations Center (AOC), Theatre Battle Managment Core Systems (TBMCS) as well as several foreign military sales programs.
