Solomon Islands Inland Revenue

Completed a diagnostic analysis to assess the performance of the Solomon Islands Inland Revenue to determine what is constraining the administration from achieving improvements in customer service and productivity. Created a baseline picture of SIIRD’s performance and organisational capability using standard performance metrics and compared these to international best practice (OECD and IMF). This assessment will help inform SIIRD’s own internal strategic planning and improvement programmes, and will facilitate a comprehensive evaluation of New Zealand Governments support at the end of the current design period (2019).

Samoa Ministry For Revenue

Programme manager undertaking large scale administrative reform/institutional strengthening, with a focus on developing and sustaining local capability. Coached and mentored senior managers, trained staff in customer service, leadership, business writing etc, developed strategic plan, business process re-engineering, audit and debt collection review, structure redesign and transition to new operating model, led the legislation re-write of Income Tax and Tax Administration Act, implement 3 phases of technology upgrades of Revenue Management System and intranet, planning and infrastructure strengthening.
