Prior to my retirement from the Department of Veteran Affairs (DVA) Michael E. DeBakey Medical Center, Houston, Texas, I manage one of the largest Workers’ Compensation Programs within the Veterans Affairs (VA) Administration and the Veterans Affairs Health Administration (VHA). I develop program policy, objectives, and plans of action, monitor achievements, and conducts periodic review of the worker's compensation program (WCP) cost reduction program. Oversees all actions associated with Federal Employees' Compensation Act (FECA) and job-related injury reporting through the Employees' Compensation Operations & Management Portal (ECOMP) and the VA Workers’ Compensation Occupational Health Information Management System (WC-OSH/MIS). Serves as program expert on workers’ compensation issues at informal hearings conducted by the Office of Workers’ Compensation Programs (OWCP), Hearing and Review Office, Washington DC. As program manager for our medical center, from 1994-2020, we saved over $19,946,920 in compensation costs and an overall workers’ compensation program saving of $11,359,864. Working with our Safety Officer, we reduced our lost time claims rate From 4.61 to 00.1 FY2020.
