- Lead project development of seawater expansion project by undertaking feasibility study, FEED, Cost Estimation and preparation of RFP (Request for Proposal). Project included expansion of seawater open channel system, pumping station, chlorination system, electrical systems, underground siphon structures and installation of new Cooling Tower.- Prepare project budget and plan for seawater expansion project.- Complete coordination with Project Management Consultant (PMC) including review of technical submittals and participation in FEED work at consultant’s home offices in UK.- Prepare detailed analysis of seawater demand.- Preparation of 2 year Professional Development Program for fresh graduate engineers.- Lead negotiations for asset accusation of Gas Distribution network.- Prepare feasibility study for setting-up pipeline operation and maintenance division within company. Look at industries practices, procedures and best structure for such organizations. Also, look at pipeline regulations in various countries for recommended implantation within Saudi Arabia.- Explore business opportunities in Natural Gas distribution, Pipelines management and other fields by engaging in discussion with potential partners and conducting market research.- Review and give advice on technical issues arising in IWPP plant.- Participate in audit of PMC performance.

- Review and approve achievement of project commissioning performance tests and milestones reaching to project closure.- Coordinate off-taker contractual obligations with IWPP Project Company and facilitate general coordination with external parities (RC, Aramco, SEC … etc).- Deal with Project Company issues such as legal disputes, contractual enquires, HS&E items, correspondence…etc.- Participate with dispute discussions and negotiations to reach settlement and implement necessary contractual amendments.- Develop Off-taker Central Settlement System to process IWPP payments in accordance with Power and Water Purchase Agreements (PWPA).- Review, testing and audit of Plant Fuel Demand Model and Calculation Module and check its compliance with PWPA.- Lead project to install fiber optic connection with IWPP.- Drafted On-Sale Agreement between Off-taker, SEC & SWCC.- Develop Off-taker procedures and policy in accordance with PWPA and assist in setup of the Off-taker permanent structure.- Perform site witnesses, general monitoring of Project Company and coordinate plant commissioning review plan.- Evaluate and award of Project Tender for external facilities project including Water Pipeline, Water Storage Tanks and Natural Gas Pipeline.- General coordination of external facilities projects and interfaces with IWPP and administration of project costs.- Estimate/Forecast IWPP costs and set off-taker budget.- Drafting of Yanbu IWPP RFQ & RFP including tariff calculations, commercial/legal setup/requirements and credit support sections.- Communicate with Bidders and respond to requests for clarifications.- Assisted in the arrangement of the Pre-Bid Conference.
