Dr. Shen has more than two-decade experience in developing/leading/conducting economic/policy analysis and health service research in Medicare, Veterans Health Administration (VHA), and private insurance setting using electronic health records, claim databases, PBM, survey data and publicly available databases. Her research has focused on value-based care payment evaluation, insurance market reform, program evaluation, risk adjustment, healthcare pricing, disparity in access to care, veterans’ using VA and non-VA care and its impact on healthcare outcomes and cost. Dr. Shen has a proven records of peer-reviewed publications in top economics and health service research journals and national/international conferences. Her widely cited/applied research included: 1) insurance company’s enrollment strategy and profits under different risk adjustment models; 2) mental health providers’ selective practice with value-based payment system; 3) developed risk adjustment measures in VHA; 4) pioneered national economic/outcome studies of veteran patients by merging medical records from VHA, Medicare and Medicaid and survey data. To understand veterans’ using both VA and non-VA systems, Dr. Shen introduced and generated the relative travel distance for VA enrollees to VA vs. the neighboring non-VA facilities and it has been widely used in the research field.
