Research AssociateCenter For Economic Research In Pakistan (Cerp) Apr 2012 - Dec 2014Lahore, PakistanThe project was a large scale RCT and dealt with Civil Service Reform and Anti-Corruption. It provided the opportunity to work with a cross section of officials and apply complex ground realities and informal practices to policy decision making, project design and implementation. Backed by rigorous economic analysis by PIs based at Harvard, MIT and the IGC in conjunction with the Punjab Government, the experiment led to the paper ‘Tax Farming Redux: Experimental Evidence on Performance Pay for Tax Collectors’. The project improved performance without increasing rates of taxation and provides policy solutions through innovative tools and methods of assessment with the aim of reducing corruption and tax evasion. My responsibilities included:Monitoring and Evaluation: Department performance, HR movements, Survey, Cheque Disbursement, Post-Payment Checks and progress of balloted officials. This includes the use of STATA and Microsoft OfficeReport Writing: For multiple stakeholders including Project Partners, Government, Donor organizations and academic institutionsTraining: Held over a hundred sessions across the province informing and testing tax officials about their incentive packages and improved data reporting strategies;Coordination: In charge of field activities and finances; organized balloting of circles, trainings and cheque disbursementProcess Management: Developed and implemented a data reporting strategy for the Punjab province including tax circle and HR data. This included a detailed report on administrative data and developing a data reporting template that is currently in useData management: Responsible for data collection, cleaning and verification, including the digitization and visual representation of dataSurvey: Responsible for monitoring the survey, which included field visits, developing survey design and strategy, Training survey team and coordination of activities between the survey team, tax department and Principle Investigators. -
