I have provided technical input and programme management support for projects supported by DFID, WB, EBRD, FCO and UNICIEF among others. My responsibilities include::Preparing technical / financial proposals and EOIs for different donor organizations including DFID, WB, EBRD, EC, UN Agencies and CDB;Managing project implementation and finances, ensuring projects deliver planned GM;Managing frameworks agreements;Managing consortium partners;Monitoring and evaluation assignments;Conducting research, analysis, survey design and data management assignments using both quantitative and qualitative tools;Providing technical assistance on projects;Identifying business development opportunities and maintaining links with donor organizations, partner organizations and clients;Maintaining a database of international consultants, negotiating fee rates and contracting;Conducting research and contributing to the company and practice strategies;Mentoring and managing junior staff.

The project was a large scale RCT and dealt with Civil Service Reform and Anti-Corruption. It provided the opportunity to work with a cross section of officials and apply complex ground realities and informal practices to policy decision making, project design and implementation. Backed by rigorous economic analysis by PIs based at Harvard, MIT and the IGC in conjunction with the Punjab Government, the experiment led to the paper ‘Tax Farming Redux: Experimental Evidence on Performance Pay for Tax Collectors’. The project improved performance without increasing rates of taxation and provides policy solutions through innovative tools and methods of assessment with the aim of reducing corruption and tax evasion. My responsibilities included:Monitoring and Evaluation: Department performance, HR movements, Survey, Cheque Disbursement, Post-Payment Checks and progress of balloted officials. This includes the use of STATA and Microsoft OfficeReport Writing: For multiple stakeholders including Project Partners, Government, Donor organizations and academic institutionsTraining: Held over a hundred sessions across the province informing and testing tax officials about their incentive packages and improved data reporting strategies;Coordination: In charge of field activities and finances; organized balloting of circles, trainings and cheque disbursementProcess Management: Developed and implemented a data reporting strategy for the Punjab province including tax circle and HR data. This included a detailed report on administrative data and developing a data reporting template that is currently in useData management: Responsible for data collection, cleaning and verification, including the digitization and visual representation of dataSurvey: Responsible for monitoring the survey, which included field visits, developing survey design and strategy, Training survey team and coordination of activities between the survey team, tax department and Principle Investigators.

Working at the World Bank gave me exposure to formal mechanisms and standards of international development organizations. The scope of work constituted writing reports, technical and financial proposals, coordination of activities between donor agencies and key government stakeholders and conducting assessments using both quantitative and qualitative tools My work also involved the monitoring of ongoing projects to ensure conformity with financial and procurement guidelines The project briefs are as follows:• Damage and Needs Assessment (DNA) for 2011 floods: Compilation, management and analysis of data. Multi-Sectoral Review for the DNA to contribute towards Damage Quantification• Global Facility for Disaster Reduction and Recovery (GFDRR): Development of technical and financial proposals for two GFDRR funded projects including the PC 1. Both these proposals were approved and are now operational • Balochistan Disaster Management Project: Contributed towards drafting the Emergency Project Paper• Japan Policy and Human Resources Development Fund: Contributed towards the development of stage 2 proposal for strengthening Pakistan’s Urban Disaster Response Capacity • Youth Initiative: Drafted a proposal on the Empowerment and Mobilization of Youth in Pakistan

Depending on the nature of the project, the scope of work constituted writing Feasibility Reports, Data Analysis, Market Assessments, Monitoring and Evaluation Assignments, Financial and Technical Proposals and EOIs The Projects I have worked on include • 1 MW Alternate Energy Power Plants, Pakistan Army: This included writing economic justifications, and a comparative analysis for long term cost effectiveness in relation to conventional forms of generation. The 4 power plants were to use solar, wind, tidal and bio-gas as alternates forms of electricity generation.• Baseline Survey for the Benazir Income Support Program: We were awarded the contract for the conduct of the survey in districts of KP and FATA (Tribal Areas). I worked on the training on surveyors (including the use of GPS devices), compilation of data, and coordination activities between the survey team, BISP and Grant Thornton. • Market Assessment for the Pakistan Software Export Board: The study was regarding taxation on the export of software. This involved survey design, training of survey team, and contributing towards the final report. • Heavy Industries, Taxilla: An Economic Appraisal

The two projects I worked on were Terrorism in the UK and the Pharmaceutical IndustryI created large amounts of data through an extensive literature review, which was subsequently used to more quantitatively gauge British media perceptions

Team lead and coordinator for project investigating the effect of The Local Government Ordinance 2001 on the education structure in Punjab. The team consisted of four students who were researching different social sectors. The team had to visit different offices and locations around Pakistan to interview senior officials and gather dataResearched, interviewed, compiled and analyzed data, developed surveys and wrote a final report that highlighted issues, identified best practices and made recommendations for improvement.
