ANSV được thành lập từ tháng 7 năm 1993 trong quan hệ hợp tác liên doanh giữa Tập đoàn Alcatel-Lucent (nay là Nokia) với Tổng công ty Bưu chính Viễn thông Việt Nam (nay là Tập đoàn Bưu chính Viễn thông Việt Nam).
Năm 2011, công ty VNPT Technology đã mua lại toàn bộ quyền lợi và trách nhiệm của Alcatel-Lucent tại ANSV, sở hữu 51,2% trong ANSV cùng với VNPT là 48,8%.
ANSV tiếp tục phát triển trên các lĩnh vực hoạt động truyền thống từ hơn 18 năm của mô hình liên doanh, đồng thời phát huy những kinh nghiệm cũng như nguồn lực tích lũy từ hơn 24 năm qua, tiếp tục phát triển và mở rộng lĩnh vực hoạt động thúc đẩy phát triển công nghệ, công nghiệp và dịch vụ viễn thông và công nghệ thông tin.
Bên cạnh đối tác công nghệ truyền thống Nokia và Alcatel-Lucent Enterprises, ANSV mở rộng hợp tác với các đối tác công nghệ khác như GENESYS, IBM, ORACLE, HP, DELL…để phát triển và cung cấp các sản phẩm, giải pháp phần cứng cũng như phần mềm đáp ứng nhu cầu của thị trường trong nước và khu vực.
