The reason of creating the regional development agencies! Legal framework. Within the implementation of the "regionalization and regional reform" of the Government of Albania, in accordance with its program, a new concept of regional management was intro-duced. In December 2015 the Government decided to create: • 4 Regional Development areas • 1 National Agency for Regional Development • 4 Regional Development Agencies headquarter in Shkoder, Tirane, Korce and Vlore • The Regional Economic Development Agency RDA4 Functions The regional development agency 4, headquartered in Vlore is the Agency no. 4 (RDA4) and includes the county of Vlorë, Fier and Gjirokastër with a total area of 7477 km2.
