The RDA 1 is a public body, established with a Decision of the Council of Ministers, No. 961 on December 2nd, 2015 for the “Establishment, organization and functioning of the National Agency for Regional Development, Regional Development Agencies and Regional Economic Development Agency”. The mission of the RDA 1 is to promote a common and integrated investment policy, aiming the development of regions and their potentials, encouraging a wide model of cooperation, creation of public-private partnerships, with common interest of development, creation of networking at regional and inter-regional level, reducing the gap between developed and undeveloped areas, and the implementation of public and private projects. The RDA 1 is one of the four RDAs established in Albania and extends its activity in 11 municipalities of the country, focusing on four main areas of development: 1) Economic Development, Tourism, Trade and Entrepreneurship; 2) Agriculture, Rural Development and Water Management; 3) Urban development; 4) Transport and Infrastructure. The main activity of the agency is the preparation, implementation and monitoring of local, regional, cross-border and international development projects. In accordance with the principle of cooperation, the agency promotes inter-communal, inter-regional and cross-border cooperation, in order to promote competitiveness, improving the efficiency of resources and improving the quality of public services. In accordance with the principle of reciprocity, the agency sets up and uses the instruments of mutual legal relations between other similar agencies and with others, to ensure the right of equality and mutual respect between the parties, bodies and institutions that collaborate with each other.
