East Baton Rouge Parish Socially & Economically Disadvantaged Business Enterprise Program It is the policy of the City-Parish of Baton Rouge to provide opportunities to businesses owned and controlled by socially and economically disadvantaged persons to participate meaningfully in the contracting activities of the City-Parish that involve public spending or private projects that utilize public funding or incentives. This program provides the guidance and support to certify these disadvantaged businesses and help them to pursue opportunities with the City-Parish.
