Enav Consult is a small business specializing in legal and regulatory reform in Moldova’s energy sector. With more than 14 years of experience, Enav brings a valuable combination of theoretical and practical implementation expertise in energy regulation and policy development in Moldova. Enav’s technical assistance has shaped the national legal framework to advance the energy transition, market reforms, and promote energy security. Additionally, the team played an important role in supporting the country in navigating the 2022 energy crisis. Of note, Enav has drafted and/or transposed critical primary and secondary legislation related to electricity, natural gas, renewables, oil stocks, addressing issues related to security of supply, market development, network tariffs and advancing the reforms in the energy sectors - activities which have been instrumental in supporting Moldova to rapidly implement the energy acquis of the European Union and accelerate the European Union integration process. Enav’s team possesses vital practical implementation expertise based on years of employment directly with the National Regulatory Authority of the Republic of Moldova (ANRE) with responsibilities related to energy regulation and monitoring, development of secondary legislation, market oversight, evaluation of performance of regulated energy companies, and implementation of ANRE rules and regulations. Currently, Enav is the lead local firm for the Moldova Energy Security Activity (MESA), funded by the United States Agency for International Development (USAID) and implemented by Tetra Tech.
