The Energy Charter Treaty establishes a unique multilateral framework for energy cooperation under international law. It was signed in December 1994 and entered into legal force in April 1998.
The Energy Charter Conference, established under the Energy Charter Treaty, is its governing and decision-making body. The Energy Charter Secretariat assists the Conference in performing its duties and carries out functions assigned to it under the Treaty. The Secretariat is based in Brussels, Belgium.
