About EUPA4BIH
European Union Police Assistance for Bosnia and Herzegovina (EUPA4BiH) is a four-and-a-half-year project aimed at improving the security of citizens in Bosnia and Herzegovina. The impact of the Action on the target groups, the various institutions in BiH, is expected to be significant and immediate. Their capacities fighting organised crime, cooperating amongst each other and cooperating with other external (international) actors will increase. The legislative and policy framework will be improved and aligned with the Acquis. This will enable the institutions to more effectively fight organised crime and improve the security of the citizens in Bosnia and Herzegovina. At the policy level legislation will be aligned with the Acquis and European standards, new legislation will be proposed, and legislation will be harmonised and consolidated, resulting in an improved legal framework that has a sustainable impact. Scope of project To further ensure results that fit the Bosnian context, specialised expertise available in BiH offering various forms of technical assistance, for example analyses, will be mobilised to even better use local knowledge and resources. Tentative consultative conversations with a potential contractor offering such services have taken place. The main approaches for creating policies and strategies are based on EU best practices and the EU Acquis and they include facilitated consultation events, the formation and support of working groups (with representation from many agencies), and the creation of guidelines, SOPs, etc. Cluster I: Organised Crime (components 1 and 8) Cluster II: Terrorism / P/CVE (component 2) Cluster III: Financial crime (component 3) Cluster IV: Internal Cooperation (components 4, 6 and 7) Cluster V: External Cooperation (component 5) Component 9: Complementary assistance to procure required equipment Component 10: Communication and outreach to BiH citizens / EU Visibility
