The IER (Institute for Economic Research and Policy Consulting) is based in Kyiv, Ukraine. IER is the leading Ukrainian think tank providing thorough economic research and top-level advice regarding public policy. It was founded in October 1999 by top-ranking Ukrainian experts and the German Advisory Group on Economic Reforms.
