The first specialized voluntary committee to combat industrial and petrochemical fires and respond to emergencies in Jubail Industrial Area. SABIC put forward the idea first to the Security and Safety Committee and was discussed with the representative of the Royal Commission and Civil Defense in Jubail in 1981 before any of the factories started production in the region. The Jubail Emergency Committee "Jama'a" was established in 1983, and the acceptance of the principle of cooperation was the beginning of the journey. There were many issues to move the idea to reality like:
