J. Smith & T. Muli, Inc. (JS&TM) provides Civil Engineering services to public and private clients to support infrastructure development. We specialize in preparation of construction documents (plans, specifications, and estimates-PS&E’s) for hard and soft infrastructure. Our team has extensive experience on both privately and publicly implemented infrastructure development projects throughout Southern California. Whether the projects are large scale Hardened Infrastructure such as Aqueducts, Flood Control Channels, Levees, Stormdrains, Sewers, Water Lines, or Roadways, or they are Soft Infrastructure such as recreational parks, lakes/ponds, streams, ball fields, or trails. Our Team has the ingenuity to deliver creative and sensible, innovative, cost-effective design solutions for your unique and challenging projects. JS&TM is a debt-free employee-owned firm founded in 2022 by Jonis Smith, PE and Tim Muli, PE with a mission to provide excellent no-nonsense Civil Engineering services to clients who are building California’s Infrastructure. At JS&TM, we place highly experienced licensed Civil Engineers in the roles where they are most effective as Project Engineers and Project Managers.
