The Office of Procurement represents the culmination of procurement reform efforts that commenced in 2015 under the guidance of Shannon Hoppes. In 2018, the City of Los Angeles appointed its inaugural Chief Procurement Officer (CPO) and nurtured the initial team that would eventually evolve into the Office of Procurement. During the fiscal year 2022-2023, the Office of Procurement was established within the Office of the City Administrative Officer (CAO). This office holds the responsibility for continuously enhancing the City's procurement ecosystem, ensuring the seamless coordination of policies, processes, technology, and training to create the optimal procurement environment for the City of Los Angeles.
