Less is More Report

The Less is More report, foreworded by Jacques de Larosière, which highlights the observed shifts of normative power from the EU’s co-legislators to the European Commission and even more so to the European Supervisory Authorities (ESAs), their causes and consequences, and proposes a range of solutions for the production of standards, to better distinguish regulation and supervision and strengthen the control of Level 2 and 3 acts.
