LIDE MANAGEMENT CORPORATION (LMC)

The Leyte Industrial Development Estate (LIDE), covering approximately 425 hectares, is a special economic zone registered with the Philippine Economic Zone Authority through the National Development Company (NDC). Established under Presidential Letter of Instruction 962 by Pres. Ferdinand E. Marcos on Nov. 23, 1979, LIDE hosts locators like Philippine Phosphate Fertilizer, Inc., Philippine Associated Smelting and Refining Corporation, Marubeni’s power plant, Isabel Ancillary Services Corporation, and Herma Group’s Clean Away Philippines, Inc. The LIDE Management Corporation manages the estate under an agreement with NDC and the anchor locators PHILPHOS and PASAR. LMC’s roles and revenue streams are: • Asset Management and Maintenance: LMC manages and maintains common facilities such as roads, canals, streetlights, the clubhouse, park, and sports facilities. • Security Provider: LMC secures common areas and unused NDC areas, coordinating through the LIDE Security Coordinating Council. • Environmental Protection: As the general pollution control officer, LMC ensures compliance with environmental regulations. Locators must have Environmental Compliance Certificates and proper waste disposal protocols. LMC handles domestic waste collection for smaller locators and staff housing, leading the LIDE Environmental Management Council. • Power Supplier: Registered with PEZA as a power distribution utility, LMC purchases power from a retail electricity supplier and supplies it to all locators except PHILPHOS and PASAR, who connect directly to the grid. This role provides a second revenue stream. • Water Supplier: LMC operates the LIDE Water Supply System supplying water to estate locators from wells and pumping stations in Ormoc City and Isabel, Leyte. Registered with the National Water Resources Board and holding a Certificate of Public Convenience LMC also supplies bulk water to barangays in Ormoc City, Merida, and Isabel. This role generates the third revenue stream for LMC
