The Norwegian Motor Insurers' Bureau is a Norwegian organization established in 1927 with the purpose of ensuring compensation for victims of traffic accidents. By law, all insurance companies offering motor insurance in Norway are required to be members of the Norwegian Motor Insurers' Bureau (TFF). We performs a number of statutory tasks:
Fee arrangement
We are charged with the task of collecting fees from uninsured vehicle owners in accordance with Section 17 a of the Motor Liability Act. For more information about the scheme, see our article on fees for uninsured vehicles.
Green Card coorporation
We have agreements with similar associations in 47 countries where TFF guarantees correct settlement if Norwegian motor vehicles cause damage in any of these countries.
Guarantee fund
As a guarantee fund, we also responsible for damage caused by unknown or uninsured motor vehicles in Norway in accordance with Section 10 of the Motor Liability Act.
Frontier insurance
Furthermore, through the customs service, issues frontier insurance (MTPL insurance) to owners of foreign motor vehicles, which are not covered by the Green Card system, for driving within the EEA area (and Switzerland) if such insurance had not already been purchased before crossing the border into Norway. We are also responsible for damage such motor vehicles cause while driving in Norway.
Other functions
We are assigned the function of compensation body, information center and central body in accordance with the EU's 4th and 5th motor insurance directive.
