Ukraine Reforms Architecture Foundation (URA Foundation) is a non-governmental organization that provides operational support to the EBRD (MDA)-funded projects, including the Ukraine Recovery and Reforms Architecture (URA) programme. URA is a comprehensive technical assistance programme deployed by the European Bank for Reconstruction and Development (EBRD), in partnership with the European Union, to support the Government of Ukraine in key reform, recovery, and EU integration processes. Following the full-scale invasion, in its Phase 3 (Sep 2023 – Aug 2025), URA was adapted to prioritize Ukraine’s recovery and EU integration through targeted assistance aimed at improving the regulatory environment, boosting government capacity, and ensuring efficient financing for immediate support, recovery, and reconstruction. URA currently operates across 10 teams and engages up to 320 consultants in various ministries and agencies of the Government of Ukraine. The programme’s scale ensures a comprehensive approach to addressing key reform and recovery needs while maintaining operational stability and the ability to attract top talent.
