Recovery and Reform Support Team at the Ministry for Development of Ukraine

The Recovery and Reform Support Team at the Ministry for Development of Communities and Territories of Ukraine (RST) represents one of the components of the Ukraine Recovery and Reforms Architecture (URA) programme, an instrument developed jointly by the EBRD and the European Union. RST provides expert technical support to the Ministry for Development of Ukraine in implementing priority reforms identified by the Government of Ukraine. Since 2016, the RST has been providing assistance to sectoral reforms in transport and municipal infrastructure of Ukraine as well as developing and integrating modern European standards and administrative principles via activities of Public Administration Reform (PAR). URA is implemented with the financial assistance of the EBRD-Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA), contributors to which are Austria, Denmark, Finland, France, Germany, Italy, Japan, Latvia, the Netherlands, Norway, Poland, Slovenia, Sweden, Switzerland, the United Kingdom, the United States, and the European Union. RST experts work in close cooperation and coordination with civil servants. The broad mission of the Reform Support Team is to support, advance and implement the national reform agenda in real sectors of Ukraine's economy and to coordinate and facilitate deregulation and liberalisation initiatives.
