THE ORGANIZATION The Town of Windsor is home-rule with a Board/ Manager form of govt. The Town employs 114 benefited personnel and has a total budget of $53 Million in 2015. Windsor was incorporated in 1890. It offers a small town atmosphere of community with all the benefits of the larger metropolitan nearby. The population is nearly 39,000 with an annual average growth of 3-4%. There are about 799 businesses and a full-time employment base of more than 7,000 jobs.
