Embassy Of Ireland - London

I served as the sole representative of Irish police and security service in the UK. I manage a portfolio of functions; securing legal compliance and strategic objectives around embassy liaison, risk management, contingency planning, crime and security. I liaise with local and international partners, developing the most current view of intelligence around emerging crime, counter terrorism and extremism activity that may impact on Irish interests. Building and maintaining resilient relationships and facilitating channels for cooperation. I provide guidance and counsel to my organisation and the Irish Department of Foreign Affairs and Trade, on the most appropriate methods of information gathering; supporting time critical, sensitive and high profile intelligence gathering. I also serve as a board member of the Foreign Law Enforcement Community (FLEC) in London; a cadre of high ranking police attaches based in the UK. Working closely with the Irish Ambassador, I ensure priorities are highlighted, compile reports and respond to high level enquiries. I deliver fast and accurate information gathering to present findings, often within highly challenging time frames. I train and advise embassy staff on personal safety, building, IT, data protection security and fraud prevention. Additionally, I advise and assist trade and enterprise colleagues who work with UK businesses with a presence in Ireland.

Interpol National Central Bureau - Dublin

Leading a team of 20, I held responsibility for the assessment and appropriate sharing of intelligence with international police partners around serious offending including organised crime and terrorism. I prepared and delivered presentations to Garda officers on best practice for utilising Interpol and Europol services to develop partnership working. I also delivered training and awareness to external agencies including the Department of Foreign Affairs to support their personnel travelling overseas. I represented Ireland at Interpol assemblies and led the delivery of global conferences on intellectual property and pharmaceutical crime in Dublin.

Donnybrook Garda District - Dublin

I was selected to join this specialist unit, tasked to conduct a range of complex and challenging investigations. I developed protocols to circulate crime intelligence internationally; securing a 30% increase in the identification and prosecutions of offenders. I also served as a police liaison for foreign policing enquiries coming from embassies and consulates located in Dublin.

Interpol General Secretariat - Lyon, France

I delivered training on intelligence exchange and the use of Interpol tools and databases. Travelling throughout Europe, Asia, Africa and the Americas, I liaised with international Interpol offices seeking to continuously develop understanding and expand the application of Interpol tools. Working with external partners, I developed bespoke e-learning modules on Interpol tools and databases; going on to manage and implement their use. I also served as the training manager for the design and implementation of a global communications system across all 198 member countries.

Specialist Training Department - Garda College And Hq Dublin

Selected to establish a new tactical response driving school, I led the provision of driving skills and policing tactics to serve large urban areas. I delivered a highly successful service; implementing resilient protocols and strategies to ensure the provision of excellent training, standards and safety.

Dun Laoghaire Borough - Dublin

I held various roles during this time:Patrol - I led a team of 24/7 response officers in a busy and challenging area, ensuring calls for police attention were responded to promptly and that emergency requirements were properly managed alongside the professional development, discipline and welfare needs of my team. Custody - I was responsible for the reception, detention, release and care of individuals brought into a busy custody unit. I demonstrated the ability to think calmly in high tension environments and remain cognisant of all legal and moral demands. Ferry Port Liaison - I was tasked to reduce crime, human trafficking and exploitation and the movement of wanted persons and stolen property at a primary ferry port link; leading operations with policing partners.

Operational Policing

I built a foundation of enquiry, observation and personal interaction; providing immediate response to critical incidents and operational activities including escort duties, tactical support and Northern Ireland border duties. I exercised exceptional conflict management skills and demonstrated an ability to connect with people even in the most challenging of circumstances. I worked in a range of units including a crime investigation task force, tasked with reactive and proactive investigations. During this time (1993-94) I was selected as part of the Irish police contingent for a 1 Year tour of duty to the United Nations Civilian Police Mission; providing policing services in the Former Yugoslavia. I served as a station commander and as HQ Duty Office Supervisor tasked to investigate war crimes and monitor local police and militia groups. I trained multinational UN police contingent in crime investigation techniques, human rights and ethics, use of forensics, communication systems and IT equipment.
