Key Responsibilities:• Serves as the primary technical expert on Family Planning (FP) and Reproductive Health (RH) mission-wide providing strategic direction and technical advice to the Health Population and Nutrition (HPN) office and USAID/Kenya and East Africa mission.• Serves as Agreement/Contracting Officer’s Representative (AOR/COR) or activity manager for projects and activities that include service delivery, advocacy, social and behavior change, commodity security, and other areas relevant to the FP & RH objectives of USAID/Kenya and East Africa.• As AOR/COR or activity manager, oversee the development and implementation of annual work plans, schedules for budget allocation, obligation, and expenditure, portfolio reviews, evaluation planning and implementation, audits, development and outreach communications, and closeouts.• Serves as the Mission Point of Contact for Agency FP & RH compliance to ensure that annual training requirements for US family planning legislative and policy requirements that govern US foreign assistance are met by both Mission staff and implementing partners.• Oversees USAID/Kenya and East Africa’s contraceptive commodity security activities to ensure reliable procurement, warehousing, and distribution processes.• Represents USAID/Kenya and East Africa in relevant interagency coordinating committees, working groups, and task forces pertaining to family planning, sexual reproductive health, population and development, and contraceptive security providing technical assistance as required.• Conducts and leads advocacy with key stakeholders in Kenya towards achieving the national family planning goals.• Supports effective monitoring, evaluation, analysis, and learning of USAID funding activities in FP & RH in coordination with the strategic information team.• Provides recommendations on the design and integration of new innovations, and state-of-the-art approaches in the context of FP & RH.

Wish2Action Hub, Nairobi-Kenya

• Provides strategic Programme Management and operational support to ensure smooth delivery of WISH2ACTION project in assigned countries.• Ensures the technical, operational, financial, and administrative needs of assigned country programs are being met by coordinating with the WISH2ACTION hub teams.• Troubleshoots in country project challenges and works with country and WISH2ACTION hub team to find solutions that ensure effective delivery. • Advices members of the WISH2ACTION hub on relevant Programme Management issues impacting on project implementation in assigned Countries while keeping them informed of significant developments. • Conducts technical assistance (TA) needs assessment in assigned countries and provide or facilitate technical assistance in collaboration with the WISH2ACTION hub team.• Supports Country Programs to develop and/or revise relevant project documents e.g. country engagement plans, work plans and budgets, risk matrix etc.• Monitors country work plan activity progress and expenditures in assigned countries in collaboration with the relevant commercial manager.• Supports development and/or review of WISH2ACTION project technical tools in collaboration with the project technical team e.g. Quality of Care Tools, Cluster Plus Model Tools etc.

Africa Regional Office

•Provided strategic Programme Management and operational support to ensure smooth delivery of WISH2ACTION Project inception.•Supported Country Programs to develop and/or revise relevant project documents e.g. country engagement plans, work plans and budgets, risk matrix etc.•Supported development and/or review of WISH2ACTION project technical tools in collaboration with the project technical team e.g. Quality of Care Tools, Cluster Plus Model Tools etc. •Worked with relevant consultant(s) to undertake Barrier Analysis (BA) Studies in three countries (Ethiopia, Mozambique & Uganda) to identify determinants of Family Planning service seeking behavior and inform the project’s SBCC and service delivery strategies.•Supported logistical and administrative set up of the WISH2ACTION hub/office in Nairobi.

Africa Regional Office

In collaboration with the Africa Region Sustainable Netwoks (SIFPO 2) Program Advisor:•Developed annual work plans and budgets for the project activities in Member Associations in the Africa Region•Travelled to project sites in Africa Region to monitor field activities, report on project activities and advise on new opportunities•Implemented Technical Assistance and training coordinating closely with counterparts such as Member Associations and relevant Country ministries•Prepared quarterly progress reports and other routine reports, to document program results and to organize information on evidence of achievement•Prepared workshop reports•Facilitated documentation and communication of the project in the region including support to case studies, promising practices and lessons learned•Prepared presentations, wrote articles, abstracts for submission to internal and external audiences and disseminate as required•Coordinated with and work collaboratively and cohesively with the global project team members•Maintained a repository of tools, presentations, reports, and other project materials developed under the regional office and provide copies for records•Supported Member Associations in submitting timely and high quality activity reports including monitoring and evaluation information•Facilitates documentation for project activity budgeting and accountability•Maintained good communication skills with Member Associations and represent the project as required in meetings Member Associations and other partners•Prepared project proposals for USAID field mission buy in

• Develop and/or review of the Program’s Quality Assurance Framework, quality standards, policies, guidelines, protocols and checklists. • Ensure quality and safe FP services are provided by the ESHE FP Network Facilities by overseeing implementation of ESHE Quality Assurance Framework.• Oversee clinical quality assurance support initiatives e.g. training, facilitative supervision, quality monitoring, client experience monitoring etc. to partnering service providers in private health facilities and integrated health kiosks in order to ensure that they offer quality Family Planning Services.• Review findings of technical support processes and recommend appropriate measures to improve quality of Family Planning services offered by members of the program’s Network Facilities. Oversee implementation of Quality Improvement Plans• Review reports of adverse events and/complications arising from FP service delivery across the ESHE FP Network and oversee plans developed to address, prevent and remediate such events.• Keep records of the programme’s quality assurance initiatives; prepare and submit timely quality assurance reports to communicate outcomes of quality assurance activities.• Participate in the Programme’s Quality Assurance Technical Working Group meetings.• Coordinate and support annual quality assurance audits by external reviewers• Evaluate annual audit findings and implement appropriate corrective actions• Assure the programme of ongoing compliance with MoH regulatory requirements

• Coordinate clinical and technical support initiatives e.g. training, facilitative supervision, quality monitoring, client experience monitoring etc. to partnering service providers in private health facilities, integrated health kiosks and pharmacies in order to ensure that they offer quality Family Planning Services.• Review findings of technical support processes and recommend appropriate measures to improve quality of Family Planning services offered by members of the program’s Network Facilities.• Contribute to the development and/or review of the Program’s QA Framework, quality standards, policies, guidelines, protocols and checklists. • Provide technical input and support on county plans and FP messaging by field staff.• Monitor and report on project progress and accomplishments to ensure project deadlines are met.• Hold monthly performance review meetings with technical and social mobilization staff.• Forge linkages between providers in the program’s Network and their respective County and Sub County Health Management Teams.• Collate data on performance of Network Facilities and submit to M & E Department.• Preparation and timely submission of Regional monthly and quarterly progress reports.
