Baxter Regional Medical Center In Mountain Home, Arkansas

As Interim Director for Clinical Informatics, was responsible to create Clinical Informatics Department for development and end user support of Cerner EMR applications. Managed 11 clinical informaticists (RNs and Medical Technologists) organized into 4 teams: Core, Patient Care, Physician and EMR Training/Support. Developed and managed departmental operational budget and prepared capital budget submission for EMR implementations. Responsible for Stage 1 Meaningful Use strategic planning and program management. Reported to Chief Nursing Officer and worked closely with EMR Physician Champion and EMR Nursing Champion. Interacted regularly with Senior Leadership Team and provided updates to Board of Directors.

IT manager responsible for Clinical IT Roadmap and support and development of Cerner EMR applications. Managed 32 staff organized into five EMR teams: End User Support, Quality Assurance, Development, Nursing/Ancillary Documentation and Physician Documentation. Responsible for $7M annual departmental budget as well as for development and oversight of Clinical IT project capital budgets. Reported directly to Chief Information Officer and worked closely with Chief Medical Information Officer, Director of Medical Informatics, Nursing Informatics Coordinator and IT Project Officer. Key participant in strategic IT planning, vendor selection and contract negotiations.

Project manager for Phase 2 Cerner EMR implementation projects: PowerOrders, Organizational Security, PharmNet, SurgiNet, and RadNet. Participated with Healthcare system leadership in EMR Strategic Planning.

Researched best practices for healthcare IT in areas of strategic planning, governance and project management. Participated in task forces for grant proposals and informatics initiatives. Assisted Director of Informatics in departmental strategy and goals. Provided project management consulting to hospital IT for their Phase 2 Cerner EMR contract negotiation and implementation.

Assisted contract project manager in requirements definition, system selection, contract negotiation and Phase 1 implementation of Cerner Millennium EMR with successful go live of PowerChart, PathNet and Open Engine in November 1997.

Developed and supported various HL7 ADT and billing system interfaces. Conducted requirements definition, interface development, system validation, conversion and support.
