Manage the Energy Efficiency Standards Department, consisting of 55 research and administrative staff, through client relations, strategic planning, funding and staffing management, and research oversight. Serve as principal investigator at LBNL for the U.S. Department of Energy Appliance Standards portfolio, with on-going annual appropriations.

Direct multi-million dollar analytical, modeling, and documentation activities for Department of Energy (DOE) appliance and equipment efficiency standards rulemakings focused on space cooling and pumps. Supervise eight employees directly and guide the research efforts of additional staff across multiple product teams. Participated in six DOE rulemaking stakeholder negotiations, cultivating relationships with industry and environmental stakeholders to develop analytical and technical frameworks supporting consensus standards that accelerate energy savings. Led building energy codes-related projects to determine the cost of enforcement, including a comprehensive literature review and interviews with national, state, and local experts; resulting reports received significant industry attention. Developed a model to quantify national impacts of the EPA WaterSense program for irrigation controllers.

Designed telephone, mail, internet, and on-site surveys in support of residential appliance saturation studies, commercial energy use studies, and process and impact evaluations of energy efficiency programs.Coordinated sample management and survey programming, fielding, cleaning, and coding with internal staff, call center, and clients.Conducted data analysis using SPSS and Excel, and produced reports synthesizing results and providing actionable recommendations to clients.Provided engineering reviews and analysis to develop, revise, or evaluate energy savings attributable to energy efficiency programs.

Wrote the government and research news brief sections for each issue of Southwest Hydrology magazine.Edited "On the Ground" articles written by scientists for Southwest Hydrology magazine.Developed science communication materials such as executive briefings, brochures, and press releases for the National Park Service. Served as a 2007 American Association for the Advancement of Science Mass Media Science and Engineering Fellow assigned to the Los Angeles Times Environment Desk, producing 17 stories in ten weeks including three placements on the front page of the California section.

Composed a technical work plan for the state water plan update including systematic integration of data from 16 regional water plans to achieve an overall picture of the water balance in the state for the first time.Reviewed and edited regional water plans and coordinated activities and meetings related to regional water planning.Performed state-wide public outreach, speaking about the state water plan update at ten conferences and meetings.Produced press releases, opinion pieces, outreach materials, and information booklets on water planning.Participated in a stakeholder planning group related to the future of the Gila River, serving as a liaison between the government agency and involved environmental organizations, and successfully softening the agency’s reputation.

Constructed, calibrated, and documented an integrated groundwater surface water dynamic simulation model using hydrologic equations overlain with social and legal parameters, allowing stakeholders to evaluate the effects of potential water market trades on hydrology and third parties.Participated in stakeholder engagement activities related to collecting data from, and discussing water market needs with, agriculture and development interests.

Created a comprehensive water management decision support simulation featuring 140 variables and 110 unique equations using a dynamic simulation software package called Powersim.Developed lesson plans and taught model in university classes and outreach programs. Evaluated all English-language implementations of the model using pre- and post-tests, and published a peer-reviewed journal article detailing the model and implementation results.Co-instructed Arizona Water Issues, an undergraduate class dealing with social, political, and scientific aspects of water use in the southwest.
