The Manager Airport Operations is responsible for the sound, efficient and proactive co-ordination, planning and management of Council Airport Operational matters. DUTIES & RESPONSIBILITIESMaintain the aerodrome in accordance with Civil Aviation Safety Authority (CASA) MOS139 and monitor all regulatory changes.Develop implement and monitor maintenance procedures to ensure the integrity of Karratha Airport assets are protected and all facilities/plant and equipment comply with relevant standards and/or procedures.Manage contractors (internal/external) to ensure Karratha Airport business objectives, customer service and maintenance commitments are met.Provide leadership and resources to enable staff to receive appropriate training and development opportunities and manage staff performance and individual personal development. Co-ordinate ad-hoc parking requests, and provide information on the Aerodrome to Aircraft Operators.Attend Airport Committee meeting’s (User, Emergency and Security).Manage the airspace associated with and be thoroughly familiar with the location and dimensions of all of the Karratha Airport obstacles limitation surfaces as follows: Outer Horizontal, Conical. Inner Horizontal, Approach, Inner Approach, Transitional and Take Off Climb Surfaces.Maintain the technical library containing all relevant acts, regulations and applicable information.Assume operational control and responsibilities in the areas of Airside/Landside Aircraft/Vehicle Movement and Parking Control.Maintain Airport Reporting Officer’s rosters and provide a relief capability for ARO’s as required during leave.

The Manager Airport Compliance is responsible for the sound, efficient and proactive co-ordination, planning and management of Council Airport Compliance mattersEnsure regulatory compliance of Karratha Airport, as dictated by the provisions of the CASR’s and ATSR’s, are upheld. Ensure all airside staff appropriately trained and competent across the areas of work in which they operate.Undertake staff inductions and review of the induction program to ensure regulatory compliance.Liaison with CASA, OTS, managers, consultants and Council on document standards, compliance and approvals.Review, maintain and update regulatory compliance manuals including the Aerodrome Manual, Aerodrome Emergency Plan (AEP), Safety Management System (SMS), Drug and Alcohol Management Plan (DAMP), ASIC Program and Transport Security Program (TSP), ensuring that they meet the airport safety, security and all statutory requirements.Ensure updates of published aerodrome information are appropriately reviewed and updated in accordance with regulatory requirements in an accurate and timely manner.Develop and update compliance policies and procedures and develop a document control system for all airport documentation.Undertake periodic safety and security audits and prepare and distribute reports to relevant parties.Provide annual aerodrome certification reports (ie. ATI) in accordance with the Civil Aviation Safety Regulations in relation to aerodrome operations.Provide technical advice with regard to the execution and delivery of major airside works in the planning and design stages to internal stakeholders.Investigate airside incidents and accidents in accordance with the delegated level of authority, ensuring appropriate follow up action is taken and properly documented in accordance with the defined procedures. Represent the Shire of Roebourne in liaison with aviation industry, government and external agencies in relation to airside standards, security and safety management.
